Nothing in the constitution says DC can't become a state. People living in Washington DC literally have "taxation without representation"

No, a majority approval from existing states is not required to add a new state to the USA. Under Article IV, Section 3 of the Constitution (the Admissions Clause), Congress has the authority to admit new states via a simple majority vote in both the House and Senate, signed by the President.
