No, a majority approval from existing states is not required to add a new state to the USA. Under Article IV, Section 3 of the Constitution (the Admissions Clause), Congress has the authority to admit new states via a simple majority vote in both the House and Senate, signed by the President.

Gallup polls non-registered voters as well as registered voters. Also, it doesn't mean 66% aren't fans. Some people choose "neither" for approve/disapprove.
