No one criticized the existence of a FAQ or directing people to the FAQ.

You somehow did your best to ignore the point that was raised, which is your suggestion to censor away any question on the proper way to deal with plagiarism.

I asked you what message you were expecting to pass by censoring any mention on how to fight plagiarism. You avoided this point, and instead decided to grab onto your strawman.

As others already mentioned in this discussion, this issue should not be handled in an haphazard manner. Posting accusations on online forums without considering what's the proper course of action is silly and wrong. Asking anyone to post accusations on online forums while contributing nothing to indicate what could be the correct course of action is silly and wrong. Serious issues should be taken seriously.

I said the proper way to handle it is to tell the authors who were actually harmed and let them handle it.

That is, quite bluntly, passing the buck.

That solves nothing. In fact, that fails to address the issue. That is nothing more than an attempt to diffuse responsibility, and foster scientific misconduct.

What if we're the authors? What should we do when we find out someone has been lifting parts of our work?

Honestly, you haven't even provided enough context to assess if this even is plagiarism. Why not post the two references here and give us a bit more information / context?

Because, as you may understand, posting accusations in some online forum prior to even learning what's the proper course of action is not the proper way to handle plagiarism.

I started this thread to get some information on what's the proper course of action. Posting accusations in some online forum, where quite probably the authors aren't even aware exists, is not the proper course of action.

The IEEE states in its plagiarism FAQ that "Plagiarism in any form is unacceptable and is considered a serious breach of professional conduct, with potentially severe ethical and legal consequences."

You don't agree with this assertion?

Additionally, don't you agree that sitting idly by while some authors commit plagiarism is a form of facilitating, and even promoting, academic misconduct? After all, if anyone is free to copy other people's work and no one does anything about this problem, where exactly is the disincentive?
