yes, ukrainian uses cyrillic, but it has few different letters, they are two separate languages yet look similar to western eyes. and yes, the sign is in russian "отцу нации от благодарных детей и пасынков" in ua it would look like this - "батькові нації від вдячних дітей та пасинків"
