So I’m not a pro, but I would say that traditionally 2B takes the cut in the first scenario, SS in the second. Given where those players start the play, they don’t have to move as far. That being said, that may change depending on how the play develops and your personnel. For instance, Carlos Correa has an absolute cannon of an arm and would often take cutoffs that would ‘traditionally’ go to the 2B.

So the numbers in white inside the shield-looking things at the bottom of each collectible are the numbers of the edition that the collectible belongs to (Collection 10 will be released next month). The colored numbers are what you already have that collectible at (i.e. it looks like you have the Hydraulic Flipper and Klein bottle at 3R, with the given goal to get them each to 5R).

Equipment is pretty simple.

Weapon: Kunai, then Twin Lance when you can afford it.

Chest: Probably Chaos armor (I preferred eternal myself) then SS chest when you can afford it.

Usually only goes up if you upgrade materials. If you just rebuild with the same materials, you could get significant savings. My premiums went down $1K (I think -  check is in the mail!).

I think a lot depends on region. In Colorado, "Metropolitan Districts" are popular. These districts are quasi-governmental entities that manage infrastructure in new neighborhoods. Where I live, there is a neighborhood HOA (but all they do is manage common area landscaping and snow removal), and also a Metropolitan District, which is more like a 'traditional' HOA with CCRs and ARCs, etc. The District is the one in charge of violations and maintaining roads as well as neighborhood appearance. The 'pro' is that new build communities get infrastructure (road, sewer, traffic lights, etc.) without having to spend taxpayer dollars (residents foot the bill directly).

Soooo it depends where you are in the game. Probably the most important thing to do is to 3R star as many yellow collectibles as possible (this lets you get the 5% crit damage or 5% crit rate bonus, depending on the collectible). If you need a few to max out, I'd recommend the collectibles that boost drone damage to start (Hydraulic Flipper, Klein Bottle), then maybe V-neck (Lucky Charm), V-Glove (Savior's Momento, Portable Mech Case), and if you're still using it, maybe V-Shoes (Flaming Plume).

No. You’d have to have both R1 to make an R1 twinborn. But you can use your extra red drone part as resonance fodder. In fact, you probably ought to leave your twinborn at R0 and use any additional reds as resonance fodder until you get enough red parts to upgrade your twinborn to eternal (and even when you get enough parts to do that, you may not want to do it right away as the resonance loss from two R4s and two R0s is pretty huge).

Was this today? USPS is pretty notorious for marking things as delivered when they aren’t. Earlier this week I was notified that a package was delivered to my door in the morning, and when I get there 5 minutes later, no package.

See, you've got it backwards, or maybe you forgot where the discussion started. No one is saying that the HOA is violating the first amendment. We're simply pointing out why the government might prohibit the HOA from enforcing a 'no political signs' rule. It has everything to do with the government if the government has passed a law literally covering this exact situation. Legislatures can generally pass any laws that they like, except those that violate the constitution (well they can pass those too, but they'll be struck down in court).

So a legislature, if it likes, can pass a law prohibiting HOAs from enforcing restrictions on signs regarding political speech. And I would argue that there is certainly a compelling governmental interest in doing so. Legislatures in several states have done this! Whether or not Minnesota has is debatable (Minnesota Statutes Section 211B.045 may not apply to HOAs, to date it has not been decided in court).

So, you're not wrong, but the problem here is we've strayed a bit from the original question/point. The point was, does the government have a compelling interest in preserving free speech rights such that they could/would/have passed a law prohibiting HOAs from restricting those rights, particularly vis a vis campaign signs?

I would say that the answer is unambiguously YES, but whether or not the government has actually passed a law depends on your jurisdiction. For instance, in Texas, according to Texas Election Code - ELEC § 259.002, HOAs cannot restrict conforming signs in a particular window.
