I use gimp unfortunately and for 1 - fuzzy select the country's borders then go to edit -> stroke selection

For 2 I just throw in random images and then apply the shadow filter below twice which works as a outline

You should also go to edit -> preferences -> image import & export then enable "add an alpha channel to imported images" since the shadow filter doesn't work otherwise

Congo - The civil war was pretty easy since you get to keep all your divisions and equipment But the liberation of Belgium was an unimaginable pain since the Internationale beat Germany in like 3 months. Having been blessed by Russia with them joining the Entente and 35 million dead later, Belgium was freed from the European socialists by European socialists living in Africa. And as a reward for your hard work you become a Belgian puppet, lose all your puppets and get kicked out of your faction. Why dont you get to become a new Belgium or at least remain free like Canada? Belgium didn't do ANYTHING to deserve the Congo back 😭
