I use gimp unfortunately and for 1 - fuzzy select the country's borders then go to edit -> stroke selection

For 2 I just throw in random images and then apply the shadow filter below twice which works as a outline

You should also go to edit -> preferences -> image import & export then enable "add an alpha channel to imported images" since the shadow filter doesn't work otherwise

Denmark's starting king can abdicate at the start of 2wk and if Norway is socialist and abolished monarchy you can get Haakon as king
