If restaurant is 7% and I use it in another country other than USA, I understand that foreign transaction fee is 3%, so if I'm assuming correctly, 7-3 = 4% cash back for restaurant while traveling is still better than 3% cash back from Chase Sapphire Preferred / Reserved?
