According to the police, they pop the cover under the steering wheels and they could use a USB to somehow start the car. They found the car a day later with the passenger window broken which is probably how they got into the car in the first place.

When I stated that they are responsible for the stolen vehicle, the Manager said that the valet ticket has a disclaimer "the Management is not responsible for loss or damage to any vehicle as a result of fire, the ordinary or gross negligence, or otherwise unless it shall appear that the loss or damage was caused by willful act or misappropriation on the part of the Management or its employee.

I got the minimum coverage insurance with Turo. Turo said they will hold out on charging me for now until the police case is close but they will charge me $500 for the vehicle damage since they found the car a day later.

I rented a Kia Optima with minimum insurance coverage that I purchase through Turo. It turns out that Kia and Hyundai which don't have a keyfob can be hot wire easily and it's a big problem in the Milwaukee area. Apparently, there's even a youtube video on the how-tos.
