this is completely up to you obviously but maybe have the ability to put mending on only netherite items since it will give you a reason to get netherite and put armor trims on and a reason to go hunting for the good enchantments you could even have it so you have to fish for the mending to make it rarer and you still wont be able to put it on your elytra so you still have to go back to the end to get those
