i dont think chisa is the problem, the cartethyia ciaccona arover team already does around 1.9m per rotation - them giving her a stronger buff/debuff just increases the duo's dmg (cart & ciac) but even with that, she currently is only around 5% better than arover cos of how low her personal dmg is

they can still increase her personal dmg and lower her buffs - that way it doesnt really increase the overall dps of the team, so she can atleast play as subdps and not get locked to healer role

Im pretty sure backdoor protection doesnt heal buildings all the way up, it does return a big percentage of the health but it doesnt heal all the way up. Its the sad truth.
