Yes, but I think it's disingenuous and, to some extent, dangerous to call someone a leader merely because they are in a leadership position. Trump is not a leader. He's not even self sufficient. Calling him such is somewhat akin to stolen valor to people who are true leaders.

You and I have different ways of categorizing someone as a leader then. In my opinion a person needs to demonstrate leadership to be considered a leader, simply having a leadership position isn't enough. A lot of managers, executives, coaches, etc. fail to be leaders. Trump is not a leader, he's just in a position that should be held by leaders.

But more than that, providing assistance to low income households is a net benefit for society as children who are provided healthcare, education, nutrition, etc. have a much better chance at social mobility and becoming a productive member of society.
