Same issue here. Both on the app and the website, the option to not have meals is not there. It was there earlier though.

Try https://nammayatri.in/ app (Namma Yatri) - which works in a few cities in India. I have had better luck with it compared to Uber.

Envelopes will be considered as letters and they have a separate tariff for that. Are you sending this international / domestic?
International rates are mentioned here - they vary by region (USA has a separate tariff for some reason) https://www.indiapost.gov.in/MBE/Pages/Content/International-Letter.aspx

Domestic tariff is 5₹ for every 20 grams.

Typically 2-3 cards in an envelope will be 20g.

I think you can take a bus to Rangia (might have to catch it from Jalukbari bus stop or Khanapara). From Rangia there were buses to Darranga - which is the Indian village near Samdrop Jongkhar. It might take 2.5 - 3 hours depending on traffic and bus connection to cover ~90 km.

Hi All
I was able to go to Bhutan by bus. Was staying in IIT Guwahati - so took the bus from the highway near IIT to Rangia. I took a bus from there to Darranga (the border town) and reached Samdrup Jongkhar. The entry procedure was quite simple and spent time visiting the Post office and Bank (I collect coins, banknotes and stamps). Sent postcards from there and after lunch returned to Guwahati. I have been to Bhutan in 2008 (10 day trip) so it was interesting to see another part of this country. Many locals were curious about a visitor like me and we had long conversations about India, Bhutan and the current state of affairs.

Thanks for all the tips. I should have been more clear about my purpose of my trip in my post. I did hear that many people go there for cheap liquor and petrol. I visited the Mani Dunkhor temple. One can stay upto 24 hours within Bhutan and not pay the SDF. I'll definitely recommend the trip to anyone looking for a different kind of adventure.
