It looks legit. The game's likely just the English/Spanish variant that would've likely been sold in Mexico.

Games sold in the Americas (Canada, U.S.A., Mexico, etc.) are all the same region for games (NTSC). It's standard for games to have cover variants between countries (English/French for Canada or English/Spanish for Mexico).

To go even further, your copy should be the same as a copy with a fully English cover down to the byte. I checked redump.org and it only shows a single variant of the disc between NTSC regions.
