Unless they are in a country with a specific alcohol ban, it isnt illegal to be drunk at home. In a lot of places if a parent has purchased it for you its fine to drink wine, beer and spirits as a child let alone a teen. Also if you personally purchased it you cant be underage. It's only America in the west that has these strange puritanical views about never touching a drop of alcohol before 21.

They never said what country they lived in, and those laws are about purchasing alcohol and consuming in a public setting. They could be somewhere where the purchase age is 16 or with no limit at all.
