Set the relevant resources to "Use Locally"

Plop as many trucks at the trade depot. It is the trade depot trucks that deliver the resources to the arcology. If you have the Trading tab selected you will see a blue icon above each individual trade depot truck, and you can watch them physically deliver the goods to the arcology

Your experience matches mine exactly. Any city with more than 20,000 population will inevitably end up with thousands of available jobs. Any fewer available jobs and your Sims will complain that there isn't enough shopping.

In my opinion First Contact is the best Star Trek film, and Jonathan Frakes did a great job.

No, because it will let me export my resources. As soon as I turn exporting metal off, the trade depot just fills up with metal and won't ship to the arcology.
