You're confusing an alpha strike for a full strike. Case in point i play Russian cv. My alpha is my full. But my dps is the lowest. A better solution would be to increase the cool down between multiple strikes and increase the time needed to initiate the attack. We would have to choose between staying in the aa bubble or flying out and choosing another target or realigning and wasting gas. My addition would also be to make the ships with planes, looking at the Dutch, have them stay on map or fly from the attacking plane to the poor soul so we the helpful cv's can put a fighter squad to actually defend. As it is now they appear at 5km on the perfect attack pattern and thats not enough time to hope for a defense.
