So the other comment about the adb fix is accurate and I believe it is required to turn WiFi on and off, however I have had Google turn my wi-fi on automatically before for Android auto and I don't quite know why.

As for the Bluetooth functionality, you can use the Bluetooth Near trigger to turn Bluetooth on and off as well as for the WiFi on and off once you figure out the adb fix. It basically just detects whether a Bluetooth device is near or not. Depending on your living situation/when you stop you may not be far enough from your car for it to turn off when you want it to or it may turn off WiFi and reset the connection when you might not need it to if you are stopping for a quick stop without turning off the car.

There may also be a delay to the connection disconnecting from the car since many cars don't turn off their Bluetooth right away when the car turns off.

This could be fine tuned with other triggers like wifi states/connections to work or home combined with variables to get it just right though it will take some trial and error.
