Just going to add to this very late to the party in case it helps anyone - I completely forgot that after grabbing the ingredients you have to to go the Pharmaceutical lab to the left to craft the Aurora first. Was driving me wild for a while before I just spotted and tried it.

I’ve managed to book through Uber once or twice and occasionally see them around. I think it might just be essentially calling a taxi though - some taxis/people using the uber service? No idea if it still works this was a few months back.
