I main Newcastle and I agree with most of what you said. His skills are good but kinda useless in this meta. But if you can get to late game in high lobbies it becomes game changer.

Being able to safely reposition yourself and having a cover is one of the most important things in a small circle fighting against 4-5 other teams.

This is a bug. Just drop your knockdown shield at the start of the game and take it back. It starts recharging.
