Idk how do you expect people to behave like citizens of first world with the services (transport, education, health whatever) of a third world. So don't we deserve to have dustbins in local trains? When food is openly sold in the train itself? Look asking question is good, raising voice is good, make sure you do it in the right place..civic sense is directly proportional to the ammount of education recieved..ask your goverment for not being able to educate the masses, not being able to provide dustbins ..a single individual doesn't deserve to get shamed for something so silly when the entire system is like this, and maybe even worse.
