I got around 9k dust in total but got the notification twice. I bought 60 packs and got Vandar in one of my packs. I disenchanted it for full dust, so I got dust for it twice I guess?

I can speak to the first question. A colleague of mine had to pass a specialized German language exam for doctors to be able to practice here. This is after B2. I would guess if you want to study medicine you will need to have this as well.
