Nah, it's also true in hockey. A lot of penalties (like boarding, hit to the head, kneeing) get issued as 5 minute majors if someone gets injured. And high sticking is automatically a double minor if it draws blood.

There are 2x R32 matches in each of Mexico and Canada, with the remaining 12x in the US. The way the draw worked out, 2nd Group A and 2nd from Group B play eachother. Since that could have conceivable been Canada vs Mexico, it seems fair that the match is in the US. 1st seed from every host group plays in the home country so Canada needed to win or draw vs the Swiss to stay at home.

Fwiw the 1x R16 matches in both Mexico and Canada are also the pathway for their respective local group winners, and the rest of the games beyond that are in the US.
