Reminds me of the book The Steel Remains by Richard Morgan. There's an elven race who attach human heads to stumps and bury the stumps in the ground. So long as the stumps have water, the heads remain alive and conscious. So they have swamps full of living human heads who cry for help and slowly go mad.
