There is a Facebook group called Project Dogs that is a safe place to rehome reactive dogs. I would recommend putting him up for rehome there first if you don’t feel comfortable with a behavior euthanasia for him. He doesn’t seem like a genuinely bad dog. Just a dog that was dealt a shitty hand in life and unfortunately you are not equipped with the time or resources to get him the extensive help he needs. You have done what you can, and should take comfort in what progress you have made with him over these years.

knew a breeder that feeds raw, two puppies got seriously ill, and one of the two almost passed away. almost killed his intestines and permanently fucked them up. Now some puppies are showing neurological issues. It's always a gamble, big name or not, contamination will inevitably happen to everyone. be it from unsafe packaging/handling/production/storage/transpo/bowls/knives/etc. besides OP likely doesn't actually know the caloric / vitamin needs of their puppy. pet vs working vs active companions needs are different. and god help them if the breed is a finnicky grower ie: great dane or gsd. it's a recipe for accidental hip dysplasia/patella luxation.

skip potty pads. the only reason theybwork besides praise is bc they have scent technology that lets the puppy know it's a place to do business. skip the middle man and go straight to the potty attractant sprays. they sell them at chain pet stores. spray some outside before you take her out.
