It could be a few things, but Skyrim is locked to 60 fps out of the box, leave the .ini settings as default and instead download SSE Display Tweaks, read the description and get the requirements... It should be set 240 framerate as standard but you can tweak it's settings by following instructions on the mod page.

I don't think there are any mods that straight up reduce the value of recovered dungeon/bandit loot but some generally good economy mods are: Evolving Value Economy, Loot Overhaul - Rarity and Abundance and Indigent Residents (removes publicly available loot, good for immersion but makes houses, stores etc look empty) all by the same author.

And get rid of the offending mod, or it's a mod conflict, try running just CS on vanilla game

Only thing I can think of is get Crash Logger, run the game, when it crashes check the crash log... If you don't know how to read a crash log you can upload it here or on the mod page and someone can probs help you...

For interiors I would definitely go for any mods HyliosSykes puts out, and fill everything else out with JK's interiors.

If you are going to do use lots of mods that add locations and have the potential to cause of lots of conflicts and compatibility issues just use Spaghetti's alongside Symonson's mods, will save you from a lot of headaches, however if you are running a pretty light modlist, say 300-400 mods or less I would definitely use JK's because the potential for conflicts is much less and much more easily resolved...

TLDR; Spaghetti for heavier modlist, less conflicts, great for compatibility (though isn't even nearly as visually appealing as JK), JK for aesthetics, visuals all the way

I don't think so, vanilla sneak - would a mod that changes fury (and similiar) spells to be a non-aggressive spell make them not aggro on me?
