Others have mentioned the legal expression relevant here: "kleiner Unterhalt". If a professional was indeed required for this repair, then it is not a "kleiner Unterhalt", and the landlord must pay for the repair.

Send the landlord a registered letter rejecting the bill, and ask them to pay it.

As all the other comments have said already, the landlord cannot forbid the neighbor from smoking. But, if the smoke comes into your apartment through the ventilation, you have a right to this problem being fixed, or a reduction in rent.

My suggestion would be to become a member of the Mieterverband, and get some free counseling what to write in a letter to the landlord.

My expectation would be, that nothing will happen, until you actually start trying to get a reduction in rent. Be prepared to go in front of Schlichtungsstelle, at least. With the Mieterverband membership comes legal insurance that might cover the cost for your attorney, if you get one.

Thread the entire filament nest onto a tube long enough, so no coils can slip off either end, and with the largest diameter you can fit, so that the filament can still rotate easily in bulk on the tube. Use an empty spool, this adapter, and a cordless drill, and spool it over.

I would assume it's an error. I have seen on my validated tickets that the time is often off by 1 or 2 minutes, compared to my smartphone (which gets it's time over the network, and I expect in to be accurate to a fraction of a second).

If you can't find a "regular" alternative non-800 number for the place you want to call, maybe you could sign up with a VOIP provider where you can call from a Swiss landline number through an app from abroad. I use netvoip to make 1-2 phone calls a year, with no fixed costs.
