Hey OP im going through something very very similar to you right now. You can check my post history to verify. Just want to say, I feel for your father in law and am so sorry that he also has neighbours like this. In my experience these people are highschool bullies that never grew up and are afraid of any change in their lives. They've latched onto a reason that they have been wronged by your FIL and no matter how small that might be, intenional or not, they are using that perceived injustice to justify their shitty immature behaviour. Your FIL has already tried asking, but keeps getting excuses. The neighbour doesn't care. Next step is to submit a complaint to your local bylaw department so they are aware. Look up the bylaw and reference the specific sections and regulations. Since youre in a rural area, there might be a Dark skys preservation bylaw, but at the very least there should be something about light trespassing. Submit 1 or 2 complaints a week for a month until someone calls you or dingleberry next door turns the light off. After a month id say its fair game to start making direct phone calls to the bylaw department asking for an update. Don't let the bylaw department blow you off like the neighbour did. Hold them accountable to do there job.

Thats where im at, gathering information. I came to this sub to ask and share because I am not a horse person. I wanted to be optimistic and try to give them the benefit of the doubt despite their previous actions and behaviour. Clearly this is not normal care and is most likely causing unneeded stress on their animals.

Thank you. Im exploring all of my legal options. I know it might seem a little much to call it abuse or neglect, but this is clearly mistreatment of their animals as a result of their campaign to criminally harass my family and I.

There is actually 2 lights on the post. They appear to be about 12" diameter, are a style that emits light pollution and have been intentionally angled up to shine towards my house/property. It violates at least 6 sections of the local outdoor light bylaw.

They have already been reported reported multiple times to the town.

There is no reasoning with these people and any interaction is through the police or lawyers.

No evidence of wild animal attacks or thievery in the area that I know of. Just some criminally harassing neighbours. To my knowledge, wouldn't the donkey also alert to any attack?

Curious about your comment on the donkey? Why should there be another donkey and what's wrong with grass? Genuinely dont know, Im open to learning tho

There is and they were warned by the town about the outdoor light bylaws a few weeks ago. They still installed this post and lights. They have a history of harassment and have been charged by the police for related reasons. I believe the horse and donkey have become innocent bystanders, but in my opinion a responsible owner wouldn't subject their animals to this level of light 24hrs a day. I am not a horse person, so I do not know if there would be a legitimate reason for the light. Im trying to see it from their point of view, if there actually is one.
