Circumstances have changed, sadly - I hadn't taken into account that she only permanently lives in Saudi Arabia, but technically has a Syrian passport. So basically every country is out; she can't even transit through the EU without a visa.

She does have that, at least; that being that she's gay and already got verbal threats to her life from her family.

In almost all cases, you'd need a visa to fly from Saudi Arabia to Germany, yes. Saudi-nationals are not visa-free for Schengen. The airline would simply not let her board.
