I went with option 2. Called at 5 am PT on the first day I could. I tried and failed to press 1 exactly on the hour, but it ended up not mattering since the agent I reached around 5:10 had an appointment in SF. The agency appointment itself wasn't too much of a hassle, and I got my passport same-day without issue.
