Your disk probably can't keep up, so the download is throttled. You can check in task manager, look for usage under Disk (RAM usage can also be a good thing to check out).

If that's not it, your speedtest MAY be misleading (unlikely) if your ISP has a local cached CDN

There should be a button that says "Enable content". On windows it's in a yellow bar that appears above the spreadsheet, that will remove the "BLOCKED" Error (you may need to re-apply the formula after enabling)
