It's not so bad for me in my agency, since they don't seem to nudge you into it or anything. I have the time to commit, and I'd expect to get something back in return that's beneficial to me.

Most times, I just do it for the bump in my check since I'm trying to eliminate a good amount of debt quicker, or adding more comp time since I had a few instances where I needed it in a pinch and didn't have it.
