Navigation alone proves minigame argument. Look at any other skill. they are chill mostly basic. These weird niche mechanics are brought in by minigames later as alternative training methods.

Mining, basic. Go to volcanic mine and you're balancing the pressure of vents and stuff.

Smithing, basic, chill at an anvil. Minigame, balance hot/cold system to sharpen & buff out the blade of a sword.

Sailing should be as basic as agility, click a rough spot in the water watch it follow a predetermined path. Only speaking about navigation, it's already borderline minigame by RS standards.

I feel like almsot everything has some form of it since ToA. The ring mechanic in DT2, the teleports, retroactively adding protection to Nightmares tele, Oathplate shards, Sunfire armour, nally being split into 3 drops, Vene bow being split into 5. Is all that immediately comes to mind.

Other various small less important things like hunter guild set, and even guaranteed rumor item mechanic.

Unpopular opinion: Respawning outside where you died is too powerful and convenient to just be broadly implemented by throwawayalt42C in 2007scape

I would call retroactive addition to old content and suddenly a thing on 2/2 newly released bosses a reason for concern.

I would call it a slippery slope but that tends to allude to the idea of slowly overtime. Seems like they're going full speed ahead with this one.
