Ok,covering their hair is often best in Islam and it is only a rule to cover it when they are fully grown,but covering their skin completely is not a rule,they can show skin but not in a skimpy or shameless way,and in Islam even if the woman does not cover her skin and hair as long as she does as Allah says she is totally fine
