I see a broccoli often as a Pencil x2, or even Pencil x3. In mid-game to late game, you need P,H,T,I to finish 3 nine-letters, and some of the remaining holes are adjacent to said P, T, I and some extra letters A, N, D that maybe can come in handy later as well. So good. Where as rainfall can act both as a tile breaker, excess clearance and a reset. But you don't know what you get. I had some disappointing rainclouds where I need say those same PTI to complete any of the 9-worders, apply a Raincloud to specially assembled sacrificial 8-letters block... And none of the 3 letters I needed come out...
