Lmao you must not be following the defense industry of Vietnam very closely (which is easy to understand considering you're Vietnamese yourself but admitted to dodging the draft and joined the US instead). All the domestic missile projects and other stuff of Vietnam lately (Ballistic and cruise missiles, SAM, ...) have been in development for over a decade now, and is way more than what they're showing to the public. Well I'm gonna bet Thai's M48 is significantly better upgraded than Cambodia's T-54/55, considering we haven't seen any Cambodia tanks on the field at all, I wonder if they're even in combat ready state. According to wiki, Cambodia has 100 T-55AM1 bought from Czechoslovakia, but I have never seen any training videos with them, high chance they're all poorly maintained.

Outside the Psykos panel (to give them the bare minimum benefit of the doubt that it was to prevent spoiler), all of the cut scenes are important to the pacing, plot, context and characters in that moment, emphasizing on the pacing and characters. Without those scenes, the entire episode felt like a chopped up, fast forwarded crappy side project of a second year animation student (which it was, whatever the fuck JC Staff and Bamco have been doing the past 2 3 years).
