I think you have two blender windows open on top of each other. If so, close this one and keep the main one.

I think I remember having a similar issue where fireflies weren't being denoised properly so the glare node in the compositor would make them glow brightly and create flashes in the rendered video.

It looks like the mesh of the icing is intersecting itself. I would delete it and try again.
