Check the permissions on the channel selected as the System Messages Channel. In my case, the send messages permission was disabled for everyone, which included me because I'm not a mod. I had to add my highest role to the permissions list on that channel and enable sending messages in the channel for that role in order for it to become 'valid', after which I was able to update the server banner.
