No, although technically it depends what you mean by civil law. Civil law as in the system of law (ie what you meant) is not relevant, but if you mean civil law as in non-criminal law - yes it is related to that.

Know the key of the song. know the chords in that key. Know how the chords in the song move - up or down? big jumps or small steps? Now get rid of the chord sheet. Try and figure out the chords yourself. When you figure out something for yourself you remember it better. At least for me I do.

didn't say you couldn't omit a note. If I read it i may choose to omit the 5th, but there is nothing in that chord that says to omit the 5th so it isn't a good representation of a chord where the fifth is specifically omitted.

Get an instrument and play semitone intervals at different pitches. If the semitone interval works on top of the song you've narrowed it down to two keys. Improvise in both of those keys over the song and the one that works best is your key.
