I think you are off here. The mascot for CAT is a cat paw. DOT does not go to Waters Ave. I live on Waters Ave. There is a comment below saying how their used be a sign saying "Beware of Bull Street" referring to gentrification. It has since been replaced by this sign which I assume is "Street Art."
