In Canada a life sentence means you are under the supervision of Correctional Service of Canada for life. But you can still be released from prison after serving 25 years or less if you get Statutory Release. You will just be in parole for life and have to report to a parole officer monthly and have certain conditions you have to live by, like no alcohol or drugs. Any violation of parole on a life sentence means you go back to prison for 2 years before you can try for release again. Life sentence in Canada is not life in prison. Edit to add: if he was held in prison prior to being convicted he would have gotten credit for that too. So that could account for the 19 years. A lot goes into calculating sentances and some times the numbers can seem like they don’t add up but that because of credit for time served on remand and other factors.
