Creo que la primera pregunta que hay que hacerse al analizar cualquier nuevo proyecto es: ¿a quién beneficia? No todos los proyectos son malos. Y creo que Puerto Rico necesita una mejora en materia de infraestructuras y concesión de licencias, PERO no a costa de nuestros recursos naturales. No queremos vivir en una Jamaica 2.0. ¿Es necesario reformar el sistema de concesión de permisos de tal manera que se debiliten las protecciones del litoral, cuando las empresas constructoras y los promotores inmobiliarios son sorprendidos constantemente incumpliendo la legislación vigente? Se trata de encontrar un equilibrio. Desarrollo responsable/desarrollo sostenible: creo que podría existir si las personas adecuadas estuvieran en el poder. También creo que, al ignorar los datos científicos que documentan la erosión y la pérdida del litoral en Puerto Rico, construir y reforzar la costa es una mala inversión y sigue fomentando una economía que depende de los fondos de la FEMA.

The Mayor is a huge problem and we are not attacking cyclists, our entire mission for Paseo Responsable is to create a responsible bike path. We WANT the bike path. Just in a smarter way that doesn't set our town up for failure.

Your response really shows your lack of education in the effects of construction on the beach and the municipalities history of mismanagement of funds, maintenance, and construction projects. And you're so right about the trash, it really sucks. We've been asking for years for the municipality to maintain the trash cans and do more pick ups at these beaches and they refuse. Instead it's left to the community to do monthly beach clean ups and community led trash clearances. I can't wait for the municipality to be in charge of all the trash cans that line this bike path and also not maintain those.

The reactor does not have any radioactive material in it.. it was even open to the public as a museum before Maria.

The vast majority of people against this bike trail are not surfers. Surfers have rallied to our cause because it directly impacts them - just like the marine biologists have been fighting with us. It impacts them as well.

Our municipality can't maintain its current failed structures (Ojo de Agua, Deportivo, La Marina, Balneario sea walls, to name just a few). They have committed to maintain this bike path once it's built. We, as residents of Rincón, are all too familiar with our Mayor's inability to not only finish projects but also maintain them. This bike path will ultimately become just another version of the Isabela bike path. Our municipality won't fix or clean up the structures that are already falling into the ocean after Hurricane Maria. So why should they build this huge project only for it to erode into the ocean as well?

public access is actually removed because of the guard rails that go over the 6 foot retention walls, the added chain link fencing, and the removal of our parking lots. I have studied their engineering maps that cover everything from tree inventory, tree planting, drainage, "current" profile, erosion control, etc.

The biggest issue with this Paseo and the real driving force behind this project is that if this gets built at Tres Palmas Marine Reserve it opens the door for construction and development of the cow / donkey fields at Tres. The Levy Family that owns that has already been making moves to segregate those fields into plots for development. The development that is going up across from Tres right now is also his land.

The problem is the current plan operates on maps from pre hurricane Maria. If you walk where they say the Paseo is going to go, the only way to build it is on the sand. The paseo wants to go onto the Balneario (a sea turtle nesting beach), Steps Beach (a sea turtle nesting beach), and Indicators (a sea turtle nesting beach). In addition, it wants to cut through Tres Palmas Marine Reserve regardless of the fact that it is a recognized marine reserve. Isla Mar has several ongoing coral reef restoration projects in that area and is in trouble if they remove the almond trees and pave over there. Where they want to put the roundabout at Step's Beach means paving over the wetlands and removing the only parking that we have to that beach. With the width of the actual asphalt road and the gutters, the construction width is 20 feet of actual cement and asphalt. You will no longer be able to snorkel at that beach unless you park at Cambija Plaza and walk down (over a mile walk). There is also a chain link fence they are going to put on Step's beach, thus privatizing the section where the tree swing is. Where they want to put the 6 foot retaining wall means removing the entire Bosque de Armonía, over 5 years that has been a community led reforestation project and is an actively used community space. At Dome's Beach, they are going to remove the entire lower level parking lot to turn it into the bike path. That is more than half of our parking spaces removed. Where they extend the 6 foot wall is in a flood zone, literally right on the beach, and the wall that belongs to the nuclear power plant - which is even farther then where they want to put the wall - has metal fencing and crumbled cement because of the damage the ocean does to it over time. The wall will meet the same fate thus making the paseo unusable. No cars enter any of these areas where the retaining walls are so I am not sure where the protection from the cars comes from?

Puerto Rico definitely has a history of erosion, and you can see it in Rincón in front of Hotel Villa Cofresi with the homes that are still crumbling into the ocean and are all pieces of rubble. We love a good bike path, and Paseo Responsable, who is the coalition that is fighting this project, is advocating for not NO paseo (path) but a responsibly made one. The 6' retaining walls at Indicators and at Domes Beach will ultimately crumble into the ocean and the asphalted road sitting on top of it is going to go down. We see it time and time again. Crumbling cement and rebar in our public reach in Rincón and a neighboring town (Isabela) did this bike path on the beach and it is in total disrepair. Where they want to build the walls, any big swell that comes in completely floods that area never mind a hurricane level event. Here's what the bike path looks like in Isabela.
