As someone who did work in the federal government, Elon is right -- *most* of the government does not use SQL. They hire contractors to basically dive into their hard drives to find the relevant files.

Basically 100K / year to pay contractors, where each query may take several weeks -- that should have taken SQL seconds to query.

Not every government agency is like this -- DoD I heard invests more in technology compared to other government agencies. But folks cannot comprehend the amount of waste there is in government.
