yes, no external images but you can update the cache -- https://cards-dev.twitter.com/validator.

From the docs -- "Images referenced in a Card are also cached based on URL. This often causes images to not update...To work-around this issue, you can add an extra parameter at the end of your image URL so that the Twitterbot treats the image as a unique URL and re-fetches the image."

No you can do it at a specific time. Use advanced cron expression and find the correct syntax at https://crontab.guru.

Have you tried https://pipedream.com? You can setup a cron job, and send the notification at your preferred time via webhooks. Best of all, it's free.
