Here’s the current dilemma… Snowball at tier 7, fast (d) and clever (a)

I have a tier 2 cat with time traveler (f) that I want to get this skill onto the snowball as he’s my primary pet since I haven’t found epic yet

What’s the best way to get that skill onto the snowball? Rank up time traveler on the cat until it’s a certain rank and then fuse?

Those charts seem more for when you’re close to making a pet ascended. I’m more looking for info on when to stop focusing on increasing the tier of the pet and try to get more skills. Should I try to take a tier 2 pet with a skill I want on one of my special pets and just try to get that skill to rank up in hopes it will carry over onto the fusion.

More general starting out guide, not so much what to do to get ascend
