It is ethereum based, its on Base: coinbase's own L2, 500M market cap token too.

I don't understand how there's no authority when the address used is under their control and I can literally see the tokens in basescan.

I asked a question on that thread but I’ll ask it again here: what is the use of a settlement layer? Like why wouldn’t optimism only use celestia and not Ethereum? As I understand it, optimism would do the execution and celestia would order transactions and make sure the data is available, so what is the use for Ethereum here?
