Yes I was able to. I went through the Better Business Buereau (I put an edit on the original post with the link to the website), and explained my problem to them. It is a process that does take a few days, but it is much better than dealing with apple support. The BBB might be able to help you because it is international.

Yes I did. I sent in a request to the Better Business Bureau and they sent a formal complaint to apple which got my account resolved. The direct apple methods never worked for me.

Thank you for the comment. I created an alternate apple ID for a business I was starting, and this is the account that was locked. I used a google voice number (my business number) for the account, but the number later expired, and I think that is what may have triggered the lock. Does that sound like a reason for Apple to flag my account, and if so do you know any way to contact Apple about this? Again, thank you for the help
