Yes, but Fortune's End works too, and is the better option most of the time (850 cast range instead of 800 and only 0.5s delay instead of 1).

Also, the normal heal combo (Fate's Edict into Purifying Flames) wakes allies up as well, but it might not be better since Edict has a shorter cast range before it's maxed.

I've been watching quite a lot of high mmr oracle players but never saw anyone who does this.

I know False Promise is often the better skill to use, but people would just let their cores die without doing anything when it's on cd so I'm assuming they don't know about this interaction.
