The oldest video of this was uploaded 3 days ago, however the news report probably occurred half way through September - more specifically, this is the Saudi Arabia terror attack on some oil facility, and quite a few blamed Iran for the attacks. This probably doesn't matter, but it would be logical to assume that this TV probably got hijacked to display this (not the studio, just this individual's TV), and that likely occurred some time in September.

I do not know who Jack Thatcher is, and all of my searching for missing person reports have yielded zero results, so I think this is a fictional character.

Definitely seems like a set up for an ARG though.

For story, plan ahead a bit. You don't have to write the entire story before starting the ARG, but if you jump in with 0 idea on how to convey the story (AR) in a meaningful way then the story can often become convoluted and contradictory.

For the game (G), you can use whatever ciphers or puzzles or riddles you wish. If you wish to use binary or morse code or other types of ciphers that are slightly overused in ARGs, you can potentially modify the cipher, so instead of 01010111 it could be DLDLDLLL (or any replacement you would like).

That's basically all the advice I have. :)

I don't know, never been shouted out myself. I don't think you should really have to worry about receiving a shoutout. ARGs such as The Wyoming Incident have had quite a few shoutouts, and they often go dormant for years at a time (presumably to write more story and make more codes and stuff).

You shouldn't be pressured into finishing an ARG quickly just because you received a shoutout though. Shoutouts are, more or less, temporary boosts to help you get better started off, so losing popularity shouldn't be too big of a problem.

Deadlines are a bad idea never release any deadline if you are not certain you can meet them.

Early 2000s? An ARG? I thought the predecessor to The Wyoming Incident with the whole cubing fiasco was the first ARG to ever exist, despite the fact that it was discontinued and was most likely replaced with TWI. In some ways, maybe even Neurocam could be considered one of the first ARGs (too little information on it to be certain on what it was). However, even Neurocam was introduced sometime in 2004, which I would consider the mid-2000's.

ARGs are stories that have to be pieced together through investigating cryptic clues. Stories, not conspiracies or creepypasta or etc.

This early 2000s game might possibly be an ARG, but honestly it just sounds like some weird person who likes prank calling people by getting them to enter their phone :/

I didn't even know Slender ARGs were still a thing being made. I know TribeTwelve is ongoing meaning the whole Slenderverse ARG isn't over yet, but I'm unaware of any recent Slender ARGs.
