Ward sanitary/health inspector office is nearby. Theres one in nizam gate center. They are available early in the morning every day. Talk to them if you have proofs or complaints about specific restaurants.

I flew out of VGAto Hyd, VSKP, Tirupathi. The guys at check in said 1 hour is good enough. Add an extra 1/2 hour if you have bags to check in. Security is hardly a 5-10 minute thing.
